In 1871, the US government established the Southern Claims Commission to address southerners' petitions for compensation of supplies, livestock, and other items taken by the Union troops during the Civil War. Le Marchant argued that a sanatorium for convalescents and the formation of a proper encampment for musketry instruction at St George's Bay were not only of "paramount importance as concern the sanitary condition and discipline of the troops in this command", but also "highly economical, by saving the large and wasteful annual expenditure which now takes place in invaliding the sick to England.21 The sick remained at the General Hospital Valletta.
